Platform/RPi3/PlatformSmbiosDxe: Populate BIOS major/minor from PCD 



String parsing code is added to BIOSInfoUpdateSmbiosType0() so that
any numeric "x.y" value being passed in PcdFirmwareVersionString is
now used to populate the BIOS major and minor.
