Platform/Sgi: Support IPMI over Serial on ARM platform 

Edk2-platform already supports the IpmiSerial transport in ManageabilityPkg[1].

Configure ManageabilityPkg and SgiPkg to enable IPMI serial and
SerialPort on ARM platform.
