Platform/Intel:Add GenBiosId into edk2-platforms/Platform/Intel/Tools

GenBiosId is a tool to generate the BIOS ID binary file which uses
the data from the configuration file.
This tool can be run in both Py2 and Py3.

This patch is going to add GenBiosId to Platform/Intel/Tools
