Platform/Intel/DebugFeaturePkg: Update PCD type

Add PcdAcpiDebugEnable and PcdAcpiDebugBufferSize
into following section which platform can customize
the type by itself.
[PcdsFixedAtBuild,PcdsPatchableInModule,PcdsDynamic,PcdsDynamicEx]
