package/qemu: bump to version 6.1.0

Remove upstream patches.
Drop 0003-meson-add-tests-option.patch and disable the fp-bench build by default [1]

Qemu now requires at least gcc 7.x to build.

Disable optional dependency for eBPF RSS loader.
