rdfremont: add pinned manifest rdfremontcfg2 platform 



Add a pinned manifest for RD-Fremont Cfg2 (quad-chip) platform.
The pinned manifest will always point a stable release of the platform
software for the RD-Fremont Cfg2 platform.
