mod/power_capping: Remove power limiter id and other fixes

Ahmed Gadallah requested to merge ag/mod_power_capping_fixes into main

Remove power limiter id and binding to a power limiter as the power capping HAL is supposed to be polled instead.

Additionally add missing static keyword to relevant functions.
