ci: Use variable for check-commit-msg image path

Wen Ping Teh requested to merge wp/check-commit-image-path into main

Update image reference in check-commit-msg job to use the CONTAINER_REGISTRY_PATH variable. This allows the pipeline to pull the image from a configurable location.
