mod/power_distributor: Add system power distribution

Mohamed Omar Asaker requested to merge PWRSOFT-5785/feat/power-distributor/system-distribute into main

Implement the system power distribution API.

system power distribution should

  • Calculate all domains attributes
  • Run local domain distribution top down using the traverse order table
  • Set the budget for each domain if a controller exists
