ewaol-distro/libpcre,libpcre2: Set SRC_URI to fetch from sourceforge and github

Upstream project is not hosting the source code in ftp.pcre.org anymore. Hence,
fetch the sources from https://sourceforge.net/projects/pcre/files/pcre/ and
https://github.com/PhilipHazel/pcre2/releases//
