lisa.test_example.py: Add an example test

Heavily commented example test showcasing the main APIs, ready to be copy-pasted
in actual useful scheduler tests.

Since it's not inside lisa/tests (on purpose), lisa-test will not list it. It
can be run with:
$ exekall run lisa.test_example --conf $LISA_CONF
