lisa.tests.scheduler.load_tracking: Use lisa.pelt simulator

Replace the existing test methods by:
* test_(util|load)_avg_behaviour: Check that the average util/load is the same as the
  duty cycle of the task.

* test_(util|load)_correctness: Check that the util/load signal is the same as
  the simulated one.
