lisa.tests.scheduler.load_tracking: Cleanup PELTTask class docstring

The class docstring should only describe the workload in terms of invariants
that are guaranteed to be respected when generating the profile. The tests
method are documented in the test methods, so that the documentation is not
duplicated and also reflects the actual available methods, including the
inherited ones.
