lisa.target: Disable cgroup devlib module for systemd

Systemd uses cgroups and modifying the hierarchy via devlib breaks a number of
assumptions, since tasks end up being moved around without any care for their
original group.

Also, it's even worse for cgroup v2 which is systemd's default so avoid cgroups
altogether when we detect that kind of systems.
