lisa.platforms.platinfo: Only load info from the target if not already available

If the values were already provided by a pre-existing platform info, do not try
to collect them again. This speeds up a bit the Target connection, at the
expanse of being able to spot mismatch between user-forced values and what
autodetection would give.
