lisa.tests.base: Make buffer phase replicate the next phase's period

Since rtapp will not reproduce duty cycles with pinpoint accuracy, we need to
use the same period as the next phase. Otherwise, the buffer phase will converge
to a util that will not be the util of the next phase.
