lisa: load_tracking: FreqInvariance on each capacity class

FreqInvariance.iter_freq_items will now run a workload on a CPU of each
capacity class, instead of just the highest capacity.

In order to have the load matching the utilization signal, we avoid
using busy CPUs (e.g. handling interrupts). RTapp calibration value is
used to exclude outliers in a given capacity class.
