### BREAKING CHANGES

* Template no longer supports GitLab less than 16.5

The `bazelisk/template.yml` file has been removed which was required
for the CI component to be picked up on the experimental implementation
in 16.4 and less.
* `diff` has been removed.

Use the hermetic [`rules_diff`][rules_diff] Bazel module.
