cassini-ci: Enabled QA checks and DangerBot

Enabled spell, doc_build, commit_msg, header, python, shell and yaml qa
check jobs.  Some jobs are currently allowed to fail due to issues in
the code preventing them from passing.
DangerBot enabled on merge requests.
