Generate `flagWords.yaml` at runtime for cspell 



Generates a `.cspell-external/flagWords.yaml` file dynamically in the
pre-commit_code_quality job using the `FLAGWORDS` environment variable.

Ensures consistency across CI pipelines while maintaining privacy for
terminology policy.
