ci: Add FAIL_ON_CODEQUALITY_ISSUES flag

Add FAIL_ON_CODEQUALITY_ISSUES variable to optionally fail the job
if code quality issues are found.

Includes after_script and parser script for checking
gl-code-quality-report.json.
