feat: add `//zstd/toolchain/zstd:superconfigure` toolchain

The `@ape` Zstandard binary is exhibiting bugs on MacOS and
with streaming `stdin` on multiple platforms.

Adding a new toolchain that can be updated to the cutting
edge `superconfigure` APE binaries.
