refactor(executor): pass env vars in generic way

BREAKING CHANGE: `state` has been replaced by the more generic `env`

 `labgrid_config` now takes `env` instead of `state`. As a consequence,
 `//labgrid/config:state` has been replaced with `//labgrid/config:env`
 (which is private).
