ci: use custom image with SSH and Bazelisk

Labgrid currently depends on SSH being available on the machine. We intend to fix this "properly" in the near future (possibly by building hermetic versions of `ssh` and `scp`), but for now we'll change our GitLab CI runner image to use Debian instead of [`bazelisk`](https://gitlab.arm.com/ci/component/bazelisk).
