This reverts commit c468462d.

This reverts commit 47c9f6a4.

Just need to get an `alpha` release out.

The CI is experiencing a huge number of errors, when running
actions on the local configurations. The remote configurations
are passing. Eliminating the disk cache could give us insight
into if that is the cause.

Brings two `git archive` fixes:

- Submodules are directories
- File permissions have `g+w`

The bug we are seeing is part of the `TreeArtifact` caching being empty.

Adds a prefix on to the paths in the archive.

Allows checking out the working copy into a subdirectory of
the `TreeArtifact`.

Can be set to `False` to prevent fetching nested submodules.

Brings `archive` command.
