BREAKING CHANGE: removes `dst` attribute

BREAKING CHANGE: curl_upload_manifest removed

This module requires the lazy loading functionality of
`toolchain_local_select` to be in place.

Includes breaking change to `toolchain_local_select` which
does not affect this module but is a needed updated for Bazel 8

Uses `@ape//ape/toolchain/info:diff` target.

`@ape//:curl` is deprecated.

BREAKING CHANGE: different set of `curl_upload_file` run arguments

`curl_upload_file` and `curl_upload_manifests` are unified
of uploading files.

Do not put empty lines to CSV file.

Mnemonic for making `*.upload.cvs` file action.

Created `upload.csv` file is unique.

This will allow both rules use the same set of scripts.

Passing correct value is a user responsibility.
`template` is not aware if provided data is correct
or wrong.

Runfiles do not have to be executable.

We keep file visibility hidden and only expose the minimal set of
symbols downstream. This is to reduce our API surface area to
maintain.

Set proper visibility.
