sim: Align actuation packages with new Autoware

The files of actuation_demos are copied from the autoware_launch
package. It is modified to disconnect the output of the control package
and add the message_converter.

The autoware_cmake package of the zephyr_app is an unmodified copy of
the package ofthe same name in Autoware.
