arm-bsp/trusted-firmware-a: Update upstream status

A patch for Trusted Firmware-A had an Upstream-Status Submitted
but the Merge Request was abandoned as the solution was
non optimal.

Change the Upstream-Status to Inappropriate as this patch
is now Kronos-Specific for the current TF-A version.
