arm-bsp/scp-firmwarei: Increase the ATU request timeout

This commit increases the ATU request timeout. Occasionally,
timeouts occur before receiving a response from RSS. By extending
the timeout, we mitigate the risk of timing out before receiving
a response from RSS.
