aspen-bsp/fvp-rd-aspen: Upgrade to 0.0.8528

Changes:
 * Rename sysctrl component -> smb (System Management Block)
 * RSE UART has been removed, in favor of the SMB UART
 * SI interrupt IDs updated.
 * Enable lock-step on the SI
 * Update SI primary interconnect YAML
 * Fix SI access to System Management Domain
 * Fix SI memory region to access AP

Update the FVP parameters to reflect the sysctrl -> smb change, the
RSE UART changes and the refactoring of the visualization.
