arm-bsp-extras/trusted-firmware-a/rd-aspen: Fix CPU topology settings

Fix the incorrect settings of TF-A configurable CPU topology in
RD-Aspen.

 - Fix the CPU count value pass to prevent default CPU count value being
   overridden by incorrect dummy value.
 - Fix the initialization of the array to map clusters and CPU counts.
