arm-auto-solutions: Implement HIPC Shell Utilities

This commit introduces HIPC shell utilities to configure IP addresses
needed for inter-cluster communication. It includes a shell utility
to set up the normal (unbridged) mode, as Cluster 0 is configured in
bridged mode by default. To enable the HIPC use case, unbridging and
setting the appropriate IP configuration is required.

By default, the system boots to support bridge mode. The HIPC utilities
shell is used to configure it to normal mode. To revert back to bridge
mode, the system needs to be rebooted.
