arm-bsp-extras/oeqa: Add RSE tests for CSS-Aspen

Update configuration to include test_00_rse in test suite.
Add tests to test_00_rse.py to check:
 * Release of SI CL0 out of reset.
 * The receipt of the doorbell from the SCP-firmware.
