CI: Convert to new copyright header format

The new Code Climate header check expects the following header format:

    SPDX-FileCopyrightText: <text>Copyright YYYY(-YYYY)
    [Copyright holder] <[Email address]></text>text>
    SPDX-License-Identifier: <LicenseID>

Convert all CI files to the new format.
