arm-bsp-extras/fvp-rd-apsen: Update to 0.0.8575

Changes in the FVP model:
 * Introduce Sysctrl NCI config
 * SI NCI interconnect config updates
 * Disable multi-view on the SI GIC
 * Implement the RoS PLL status lock bits
 * Restore the SI MPIDR to 0
 * Various fixes
