CI: Enable headercheck for cfg and scc files

.cfg and .scc files are currently excluded from the header check
CodeClimate configuration but most cfg and scc files already contain
SPDX headers.

Remove the exclusions for these file extensions and add SPDX headers to
the two .cfg files where they were missing.
