MLECO-6441: Adding global offset table to ld files

Global offset table section has been added to the linker
scripts for all targets. This is especially important for
ExecuTorch runtime. This already exists for LLVM based
toolchains but was missing for GNU toolchains.

A minor addition to support ExecuTorch runtime logging is
also included.
