MLBEDSW-10494: Supported-op checks for patterns (1)

  • Refactor Supported-Operator checks into TfLiteGraphOptimiser. This enables calling the supported-ops framework directly from an optimisation, which will enable pattern-matching optimisations to perform checks before matching a whole pattern of operations.
