MLBEDSW-10656: Change tflite_writer to copy tables using reflection

This changes tflite_writer so that is copies passthrough tables
using flatbuffer minireflection. Tables affected by this change are:

* tensor.quantization
* tensor.sparsity
* tensor.variant_tensors
* operator.builtin_options
* operator.builtin_options_2
