MLBEDSW-9331: Updated Depthwise and Pooling block config selection 



 - Improve usage of ifm buffer and accumulator rams for depthwise
   and pooling operators by selecting more suitable block configs.
 - Uses aspect-ratio biased fitting to maximise internal buffer usage.
