MLBEDSW-9206: Fix asserts in libregor Ethos-U55 architecture 



- Update LUT-handling since LUTs are no longer always HLCSubOperations
- Remove faulty assert on useGlobalScale in GeneratePoolingOp
- Fix EthosU55OpGroup::NeedsAllocation which returned true for
  fused tensors
