MLCE-1276 Fix for ExecuteNetwork abort after inference 



* The abort is caused during destruction of flatbuffers::ClassicLocale
* Set FLATBUFFERS_LOCALE_INDEPENDENT=0 in delegates and parser so that
  ClassicLocale is not included
