arm-bsp/tc0: Update hafnium revision and add patches

- Remove PSCI patches as those changes are upstreamed
- Adds Theodul, GICR changes
- Reverts FFA Set and verify allocator fix
- Adds fix to fetch proper vCPU for UP SP
