omap3: omap3_logic: switch to using TI_COMMON_CMD_OPTION

Enable TI_COMMON_CMD_OPTIONS and remove similar options
from the defconfig. Updated with savedefconfig

CMD_USB isn't enabled yet.  I have some testing to do with
musb.
