SHA1 API added for HMAC-SHA1 cases where key is longer than block size

- enabled HMAC-SHA1 tests with key longer than the block size
- sha1_one_block_avx2 and sha1_one_block_avx512 macros are replaced
  with functions
- DLL def file extended with new exported symbols
