Clear scratch registers in key expansion and subkey generation API 

- Clear scratch general purpose and SIMD registers, potentially
  containing sensitive information, in key expansion and subkey
  generation API, when SAFE_DATA is enabled.
- Added SAFE_PARAM and SAFE_DATA defines to DAFLAGS in
  win_x64.mak
