Add KASUMI IV generation functions

Added two functions to generate an initialization
vector (IV) for KASUMI-F8 and KASUMI-F9, based
on some wireless parameters (COUNT, BEARER, FRESH and DIRECTION).

Note that direction bit is not used in KASUMI-F9, as it is
placed separately, after the message.
