Platform/Sgi: Add Iort Mcfg and Ssdt tables for RdN2Cfg2 



RD-N2-Cfg2 platform contains a PCIe Root Bridge with SMMU in the path.
To allow the OSPM to discover and enumerate, add Iort, Mcfg and Ssdt
tables.
