Silicon/Ampere: Remove bogus assert that `*ArmCoreTable` isn't NULL

Remove a bogus assert in PrePeiCoreGetMpCoreInfo that `*ArmCoreTable` isn't NULL.
It's expected to be NULL since it's an OUT parameter.
