MinPlatform: Add CpuPageTableLib required by CpuMpPeim

The patch moves the CpuPageTableLib reference from CoreDxeLib.dsc
to CoreCommonLib.dsc since now not only DxeMpInitLib but also CpuMpPei
depends on it.
